Duties

The incumbent will:

  • Serve as a consultant and advisor, and based on personal expertise, provides scientific and technical consultation in all program areas.
  • Represent NCHS as the expert for the estimation, measurement, and quality of national health statistics at various interagency, coordinating and advisory committees, as well as national and international professional organizations.
  • Serve as scientific and methodological leader, planning and coordinating NCHS's basic and applied research program, including but not limited to research in the fields of mathematical and health statistics, survey design and methodology, disclosure and confidentiality, and questionnaire design and survey measurement.
  • Initiate decision-making processes and projects, and participates fully in discussions and decisions concerning NCHS and CDC plans, programs, and activities, both in strategic planning and in the actual determination, allocation, and administration of Division programs, functions, and activities.
  • Engage in solving some of the most difficult and important problems facing NCHS and the rest of the scientific community, including precedent setting problems associated with rapidly evolving data environment.
  • Plan, manage, organize, and directs all programs, surveys and research activities of the Division as carried out by subordinate supervisors and the highly trained and skilled staff of professional Mathematical Statisticians, Behavioral Scientists, Health Statisticians, and Computer Scientists.
  • Consult and collaborate in research projects with HHS, CDC and other Federal organizations, state and local governments, universities, private research organizations, and international agencies and organizations.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position.

Current active-duty PHS officers must have served or be serving in an O-6 billet/position to be considered for this position.

Basic Qualifications for RF-1530:
  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to the basic qualifications requirement, a Ph.D. in an academic field related to disease prevention or related health sciences, public health, epidemiology, or social or behavioral science.

Additional Requirements: In addition to meeting the Basic Requirements, applicants must also possess one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, to include experience in planning, managing and/or directing a research program that advances the state of knowledge and/or application in the field of statistics; and providing national leadership in the field of mathematical statistics and/or statistics.

Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
