Position Summary

Reporting to the Director of Real Estate and Airline Affairs, this position is responsible for the management and oversight of the Rental Auto Concession Programs, including associated service site and vehicle storage agreements, air cargo agreements, MSP and Reliever airport non-aeronautical revenue development and associated agreements, multiple commercial properties, the MSP land appraisal process, federal and state government lease agreements, and Commercial Service License Agreements.  These agreements are contractually leased and used for purposes of generating revenue for the MAC. This position is also responsible for property management functions for MAC owned commercial properties and various other property assets under lease to maintain the value of assets with minimum interruption to existing tenant operations, improve efficiencies where necessary, and negotiate lease terms to prospective tenants to generate additional revenue for the MAC. 

The ideal candidate has excellent skills in business writing, lease management and negotiation, property management, building relationships, problem-solving, as well as a good understanding of government relations and interdependencies. This candidate will need to exercise independent judgment and initiative within established guidelines.

Position Description

Rental Auto Concession Programs 

  • Manage and develop all documents necessary to complete rental auto concession agreement Request for Bids (RFB) process to establish a contractual minimum annual guarantee (MAG) of revenue to MAC and determine bid share allocations for operational space at MSP.  

  • Plan, conduct, and manage concession lease agreement contract negotiations with corporate representatives and various MAC departments. 
  • Manage and develop all documents necessary for lease agreement contractual modifications, Capital Improvement Project's (CIP) funded with the Customer Facility Charge (CFC), term extensions, and terminations.
  • Principal liaison between all off-airport and on-airport rental auto industry corporate executives, on-sight management, and other MAC departments.
  • Assist various MAC consultants, rental auto consultants and other MAC departments with multi-million dollar rental auto facility improvement construction projects, and reallocation projects.
  • Develop, negotiate, review and finalize legally binding lease agreement and/or amendment documents, associated exhibits, and Professional Service Authorizations (PSAs).
  • Conduct site inspections of leasehold areas to ensure lease compliance and coordinate service contractor maintenance as needed. 
  • Manage, monitor, and maintain rental auto concession lease agreement terms and conditions from implementation through termination in MAC's accounting software system.
  • Maintain tenant relations to ensure lease compliance and address related business term issues.
  • Interpret and report monthly financial updates regarding rental auto performance.     

 Air Cargo, Property, Ground Use Lease and other Agreements 

  • Manage and oversee the Air Cargo Center and facility use, property use, ground use, federal and state government, and Commercial Service License Agreements.
  • Conduct and manage contract negotiations with prospective lessees, concessionaires, developers, and governmental officials. 
  • Develop, negotiate, review, and finalize legally binding facility, property, non-aeronautical concession and ground lease agreements, federal and state government lease agreements, and Commercial Service License Agreement documents.           
  • Serve as the principal liaison between tenants (lessee), MAC contractors, and other MAC departments.
  • Conduct site inspections of leasehold areas to ensure lease compliance and coordinate service contractor maintenance as needed. 
  • Monitor and ensure Commercial Service License Agreements are in compliance.
  • Manage, monitor, and maintain lease agreements and Commercial Service License Agreements terms and conditions from implementation through termination in MAC's accounting software system. 

 MSP and Reliever Airports Non-Aeronautical Concessions

  • Develop and coordinate non-aeronautical revenue business models ensuring highest and best use of property.
  • Manage and develop all documents necessary to complete non-aeronautical revenue development through a Request for Proposal (RFP) or Request for Bid (RFB) process to establish a contractual minimum annual guarantee (MAG) of revenue to MAC.
  • Plan, conduct and manage concession and lease agreement contract negotiations with corporate representatives and various MAC departments. 
  • Develop, negotiate, review and finalize legally binding lease agreement and/or amendment documents and the associated exhibits. 
  • Develop, negotiate, review and finalize legally binding lease agreement contractual modifications, term extensions, or terminations. 
  • Principal liaison between all tenant management staff and other MAC departments.
  • Assist various MAC departments and consultants with building improvement and new construction projects.

 Committee/Commission Presentations, Meetings, and Preparation of Documents           

  • Compose, modify and finalize memoranda to recommend or seek authorization to MAC's Operations, Finance and Administration Committee and Commission on Request for Proposals (RFP), Request for Qualifications (RFQ), Request for Bid (RFB), rental auto CIP expenditures reimbursed by the Customer Facility Charge, MAC ordinances, and concession agreement and lease agreement related actions.
  • Compose, modify and finalize RFP, RFQ, RFB and MAC ordinance specification documents.
  • Present RFP, RFQ, RFB, concession and lease agreement related requests and actions at MAC's Operations, Finance and Administration Committee and Commission meetings.     
  • Manage, schedule and conduct pre-proposal conferences and related meetings with potential bidders, existing tenants and related clients.                                    
  • Attend and represent Revenue and Business Development/Rental Auto and airside concessionaires at meetings with other tenants on related MAC issues.
  • Develop and perform follow up actions of MAC's Committee, Commission, or other departmental meeting action related items as needed.  
  • Represent Revenue and Business Development issues to various staff committees and related MAC departments.
  • Compose, modify and transmit confidential, legal and routine correspondence to existing tenants, potential tenants, various MAC departments, and outside consultants.
  • Meet with prospective tenant(s) to review MAC vacancies.  Present lease agreement terms and conditions and answer all questions from prospective tenant(s).

Lease Agreement and Policy Administration

  • Review requests for lease generated actions, coordinate approval, and implement actions.       
  • Assist with and coordinate appropriate accounting and collection actions with MAC's Finance and Legal departments.          
  • Analyze monthly revenue reports in conjunction with MAC Finance regarding responsible concession performance.         
  • Interpret insurance requirements to ensure lease compliance and track annually.
  • Interpret monthly financial reports to ensure lease compliance. 
  • Provide lease interpretations in coordination various MAC departments and outside consultants.
  • Manage lease agreement and Commercial Service License policy and procedures to ensure compliance and related business term issues.
  • Resolve management, tenant, and customer complaints and conflicts to ensure excellent tenant relations.
  • Participate in various monthly MAC staff meetings and Customer Service Action Council (CSAC) meetings.

Project Management

  • Manage, develop, and coordinate RFP, RFB, and RFQ related projects.
  • Plan, coordinate and lead project meetings associated with an RFP, RFQ, or RFB process. 
  • Attend construction project meetings to assist consultants and various MAC departments with tenant relations to ensure project timelines and lease compliance are maintained.
  • Respond to questions and complaints, comment card submissions, provide information regarding airport policies, operations, opportunities and MAC's RFP, RFQ and RFB processes.
  • Plan, coordinate, and assist MAC Legal with revision of MAC's Ordinance 120-Rental Auto Facility Charge and Ordinance 121-MSP Ground Rental Rates Ordinances.                                
  • Coordinate the completion of leasehold and other contract generated projects.                            
  • Provide MAC Finance with annual budget forecasting of MSP and Reliever Airport airside concession lease agreements, facility use, property use, ground use lease agreements and Commercial Service License revenues. 

Property Management

  • Monitor, coordinate and approve required or preventative maintenance and repair activities of MAC 3rd party service contractors and any MAC staff involved for multiple MAC owned buildings and properties to improve efficiencies, maintain the value of asset, and ensure tenant interruption of facility operations is minimized. 
  • Management and oversight of MAC 3rd party maintenance contractors to ensure compliance with contract specifications. 
  • Manage, develop and coordinate with MAC Purchasing the hiring of MAC 3rd party maintenance contractors through completion of a RFB process. 
  • Track Fixed Base Operator revenue from tenants and ensure the output is compliant with the lease agreement. 
  • Track revenues and monitor the occupancy of the air cargo facilities.
  • Monitor air cargo handling activity and capacity levels for future building needs to ensure all business needs are being met.
  • Work as a liaison between the air cargo facilities, third party ground handlers, and cargo airlines.
  • Point of contact from prospective tenants for airside MAC owned properties' space inquiries.  Meet with potential tenants to review the premises, present terms and conditions, and answer all questions related to its Lease Agreement with MAC.    
  • Seek business development and new opportunity for revenue.
  • Review and approve tenant related construction plans with MAC's Airport Development and Building Official.        
  • Complete and submit CIP recommendations for multiple airside MAC owned buildings to related MAC departments. 
  • Respond to tenant and MAC department inquiries and determine the appropriate action.         
  • Conduct site inspections and report findings and recommendations.   
  • Works with MAC Environment, Airport Police Department, and Legal departments to monitor and maintain deicing operations and ensure compliance.

 Research

  • Collect, evaluate and interpret appropriate and applicable real estate and financial data.                           
  • Prepare revenue related reports, research studies, feasibility analysis, financial Performa, correspondence and other documents.               
  • Monitor and review ordinances, regulations and policies.  Assist in developing and recommending changes to ensure they meet MAC's current and future requirements. 
  • Research historic Commission actions affecting Concession Agreement, Lease Agreement and properties.
  • Monitor current and emerging industry trends and recommends rental auto, air cargo or airside business concepts.

MINIMUM REQUIREMENTS 

  • Bachelor's degree in business administration, real estate or a related field 
  • Three years of experience in airport or airline operations, commercial property management, or commercial real estate development.
  • In lieu of a four-year degree, associates degree and five years of experience in airport or airline operations, commercial property management, or commercial real estate development.
  • In lieu of a post-secondary degree, 7 years of experience in airport or airline operations, commercial property management, or commercial real estate development.
  • Two years of experience working with and interpreting contracts, leases or tenant agreements
  • Experience with financial analysis, financial performance, and reviewing financial terms (i.e. ROI, lease rate development, accounting principles)
  • Excellent written and oral communication skills
  • Experience conducting formal presentations to public or corporate policy boards
  • Intermediate skill level using Microsoft Outlook, Word and Excel
  • Basic skill level using Microsoft PowerPoint
  • Valid driver's license
  • Reliable vehicle to commute between job sites

DESIRABLE REQUIREMENTS  

  • Experience drafting, negotiating and managing lease agreements
  • Participation in the development of RFPs or solicitations  
  • Airline operations knowledge and experience
  • Experience successfully implementing revenue growth initiatives.
  • Experience using property and accounting management software
  • Minnesota Real Estate License

Other Information

This position provides an opportunity for on-site and remote work. MAC's remote work policy requires employees to be on-site three days of the week. Among the three on-site days, one of them must be either a Monday or a Friday.
