About the Role:
The Partners in Water Program Manager position is an exciting opportunity to fully implement a newly developed program within Wastewater Treatment Division (WTD), that will lead to more sustainable and high-quality community partnerships and engagement. The Partner in Water (PiW) program is a division-wide program that will open the door for future opportunities in community collaboration and shared decision making, in WTD's programs, processes, and planning efforts. The PiW Program Manager will: 

  • Manage Partners in Water (PiW) grant projects and project teams made up of internal WTD work groups and external community grantee partners.
  • Provide meaningful opportunities for WTD to support community needs such as education, capacity building, job pathways, funding opportunities, and community projects.
  • Provide an inclusive, transparent process for community organization recruitment and selection for participation in the PiW Program and other County work.
  • Manage the PiW grant funding process to compensate community members who commit time and effort to support WTD project work.
  • Manage successful long-term relationships with diverse community organizations.
  • Manage consistent internal coordination and collaboration with all WTD workgroups that are involved in community engagement and support Division and Department efforts in improved engagement.
  • Create and maintain pathways for community organizations to help shape and improve WTD's programs, projects, processes, and decision making

Job Duties

What You Will Be Doing:  

  • Act as the lead for the pilot and full implementation of the Partners in Water (PiW) Program within the Wastewater Treatment Division (WTD).  
  • Develop, plan and implement new collaborative projects with diverse internal teams within WTD and external partners.
  • Serve as grant manager for all aspects of the PIW projects; lead the granting process from project development, advertisement, co-creation of scope of work, contract terms and manage contract payments, reporting and deliverables.
  • Oversee and support the PIW project teams which includes internal WTD staff from various WTD work teams and community grantee representatives who will work together on collaborative projects.
  • Coordinate and facilitate project meetings and events in collaboration with internal project teams and external partners.
  • Communicate PIW program outcomes regularly and recruit additional WTD teams for PiW projects in the future.
  • Create program materials including working documents, reports, briefing documents and public information materials.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring: 

  • Bachelor's degree in a related field; OR an equivalent combination of education and experience which provide the necessary knowledge, skills, and abilities to perform all the duties described in this job announcement.
  • Five+ years of experience as a program manager focused on community program work with diverse communities. 
  • Five+ years of experience in planning, development, and implementation of new complex projects/programs.
  • Demonstrated skills in meeting and event coordination and logistics planning.
  • Demonstrated skills in grant development and administration including grant contracts, reports and invoices/payments.
  • Experience with and knowledge of accountability tracking for both outputs and outcomes. 
  • Strong writing skills and communication skills; ability to create outreach and guidance materials in Plain English that avoids jargon; ability to communicate with diverse audiences and communities.
  • Demonstrated ability to work collaboratively in a team oriented, diverse environment with various levels of staff and leadership.
  • Experience in meeting facilitation and educating diverse teams.
  • Experience with project budgeting, and accounting.
  • Basic skills in Microsoft Office Word and Excel

Required Licenses or Certifications: 
  • Washington State Driver's License or the ability to travel to work locations throughout King County with limited or no public transportation in a timely manner.

  • Demonstrated ability to navigate through the policies, procedures, and the culture of a larger organization to get the work done.
  • Knowledge of clean water, sustainability, or natural resource management.
  • Experience building sustainable partnership programs between larger organizations and community groups.

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role will primarily be working at a remote home location. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week with flexible schedules. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. 
  • Union Representation: This position is represented by Technical Employees' Association
