Job Summary

Position: Realty Specialist, GS-12/13

Division: Finance and Facilities Division

Unit: Facilities Acquisitions Unit

Location: Huntsville, AL, & Clarksburg ,WV

Working Hours: 8:00am - 4:30pm (Flexible)

Salary: Salary shown is the BASE SALARY for the grade level.  Appropriate locality pay will be applied according to the location of the official duty station.           


GS 12: $74,441.00 - $96,770.00
GS 13: $88,520.00 - $115,079.00

Full Performance Level: GS-13

Major Duties

GS-12:

GS13: In addition to the above, the selectee: 

  • Researches, analyzes, and provides expert technical lease acquisition and administration advice and assistance on complex program issues, such as issues involving problems with a facility or leasing relationship that could impact substantive, FBI mission-oriented programs. 
  • Conducts/manages necessary interactions with internal and external stakeholders to develop, oversee, and/or execute solutions for varied customer business and diverse workspace needs. Oversees and enforces leases, modifying complex space provisions to reflect changes in ownership, the amount and configuration of space, and types of service received.
  • In collaboration with FBI COR/Task Monitors, serve as project manager for complex realty projects with an interdisciplinary team of architects, engineers, property managers, and attorneys and from outside the Agency (lessors, developers, contractors, tenant agency personnel, or other technical personnel), to take the space need from planning and project execution through space delivery.
  • Maintains an accurate, timely, supported, and complete real property inventory of FBI real property assets and property interest types, achieved through close collaboration with construction project managers, real property acquisition and disposal specialists, and facility managers.

Specialized Experience (SE):

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:

  • Experience with a range of contracting rules, regulations, and procedures relating to the acquisition, administration through lease acquisition methods including the construction of new buildings; tenant fit-out alterations and administration of real property. 
  • Experience with lease acquisition to include negotiating, preparing, and executing contracts; conducting market surveys and real estate inspections; conducting cost analysis for real estate transactions to provide recommendations and managing lease transactions and documents to ensure procurement and financial accuracy.  

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience with the use of many different and unrelated realty processes and methods in the acquisition, management, or disposal of a wide variety of properties with unusual combinations of diverse characteristics. 
  • Experience with negotiations in sensitive or unpredictable situations with reluctant or uncooperative property owners, and Federal, State, and local officials.  
  • Experience with transactions typically involving limited comparable sales/leases, relocation issues, budget limitations, conflicting legal concerns, unstable economic conditions, and complex special agency needs such as security or technology.
