ABOUT THE POSITION

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer. 

Signing bonus:
In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule: 
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule

ABOUT YOU

Our Highly Qualified Candidate: 

Our ideal candidate has the technical knowledge and experience to confidently supervise a team of engineers, support staff, and consultants. You should be able to provide insight into the best options for successfully completing a project and guide programs in the best direction. Being well versed through experience and education in a range of different types of civil engineering projects and programs, which may include pavement management, road widening and reconstruction, drainage, grading, landslide repair, retaining structures, construction management, facilities, and others, is very desirable. Working closely with staff from other jurisdictions, divisions, departments, regulatory agencies and the public will determine your success in this role. 

In addition, our highly qualified candidate has:

Knowledge of: Principles and practices of pavement management and maintenance; Understanding drainage and stormwater management; Education and formal training in civil engineering and related fields including certifications in specific disciplines; Extensive experience including in local government or working with local governments on particular projects; General construction principles and practices. 

Skill in: Preparing and reviewing project scopes, bid documents and budgets; Prioritizing tasks and projects; Managing staff and/or consultants and contractors; Writing complex technical documents and documents for the general public; Making presentations to elected officials and the public.

Ability to: Manage a large project budgets; Innovate new solutions to engineering problems or ways to improve program administration.


QUALIFICATIONS

Knowledge of: 

  • Principles, practices, and techniques of civil engineering to manage projects from inception to completion.
  • For the Land Surveyor Assignment, principles, practices, methodology and equipment pertaining to land surveying.
  • Principles and practices of employee supervision, including work planning, review, and evaluation.
  • For the Land Surveyor Assignment, current legal requirements of land survey work, including the State Subdivision Map Act, State Land Surveyors Act, local ordinances and regulations.
  • Statistics and advanced mathematics including algebra and analytic geometry.
  • Correct methods of using equipment including computers and related software, calculators, drafting and surveying instruments.
  • Depending upon assignment, transportation engineering principles as they would apply to County road facilities.
  • Uses and operation methods of various types of construction equipment is highly desirable.

Ability to: 

  • Plan, organize, supervise, review and evaluate the work of staff; effectively recommend selection of staff, disciplinary actions and other personnel matters; and train staff in work procedures.
  • Analyze budgetary and staffing needs and make sound, independent recommendations.
  • Effectively implement new policies and procedures.
  • Apply principles of logic and scientific reasoning to develop and evaluate alternative courses of action and determine appropriate solution.
  • Read, understand and interpret complex technical and legal documents, maps, technical drawings and plans, and other engineering material related to assigned discipline(s).
  • Effectively communicate to convey technical information and give instructions.
  • Listen attentively, conduct negotiations in a persuasive manner and consolidate a variety of viewpoints into a logical proposal.
  • Write reports, correspondence and records clearly and concisely and with technical accuracy.
  • Adjust to workload changes and work under stress to meet deadlines.
  • Maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, co-workers and the general public.

MINIMUM QUALIFICATIONS

Four years of increasingly responsible professional engineering experience. At least one year of the required professional experience must have included functioning in a supervisory capacity or managing a project that included directing the work of project staff and/or consultants.

Certificates and Licenses

Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
